That's Globox Village, the area exclusive to the Dreamcast version.

One last thing, always in that video at the 0:23 minute it is clearly the Sega Dreamcast version of the game, but I try to see and in this version the rain is not present, or at least I do not see: minute 1:52

There is rain in the other video, but the quality is poor so it is hard to see.
