I need to know how I can extract all Rayman animations from Rayman 3 Hoodlum Havoc into Rayman 4?Do GOG.com Rayman 3 and original PC Rayman 3 have the same files?

GOG's Rayman 3 and the Retail PC release are not identical, (in terms of 1:1 accuracy.) However it is not possible to extract the animations from Rayman 3 either way. But you can rip the models from both versions.

Supposedly, you can extract animations the same way you rip the models, by "snapshotting" them. In the case of animations, you could record differences in a character's bones' positions/rotations over time.
I don't think a program exists for this unfortunately.

Guys from VG resources forum can rip sprites from ms-dos and 3d models from pc and ps2 games as example.
