hello, I have a problem for a long time I do not have eggs with creatures in the game..so what's the problem?

Have you tried using a new creature potion? it cuases a new creature to hach from the egg when used as far as im aware

I have this message when I use creature potion : '' You cant use elixir at the moment because a new incrediball of the desired rarity cannot be guaranteed'' please help use potion but nothing happens....

That's because some creatures are event-exclusive and can't be obtained through normal eggs. If you missed them during their events you have to buy them through the family of the day pack.
