I've been thinking of trying it but I've heard it has very bad control issues?

Yes, it does have issues. You can read my rather negative review:

I own the game, but I've only played a few levels. It's made by Digital Eclipse, the same company that make the GBA Spyro games, and it plays very like it. I'm not a fan of the way the controls work to be honest, the isometric view makes it difficult to position the player properly, and I find the game a bit strange.
I've heard mixed opinions on it though, while many say it's pretty weird, some people have said they like it. If you already have the game or just want to emulate it, it wouldn't do any harm to try it I guess.

I must disagree with that. The Spyro games on GBA play really well. That's largely due to the levels being more open levels focused on exploration rather than tight platforming like RHR and the fire attack having a bigger area of effect than Rayman's small fist.
I never had any issues with the Spyro games, but RHR is incredibly frustrating. The game just doesn't work well with how it's designed as it tries to be a full 3D platformer with R3-like gameplay and not, like Spyro, working with its limitations.
I don't dislike RHR though, it's just not very fun. The story is nonsensical and gameplay frustrating. Music is fine and so are the graphics. I like each level having Murfy stamps you earn based on your score and playing as Globox is cool.

I just found it similar due to using the same engine, being developed by the same company, and having the isometric view, though I only played a little bit of Spyro Adventure in fairness.

I would say it's worth playing if you really are a Rayman fan, otherwise it's of very little interest. I remember feeling the same frustration as dr_st at the tedious jumps over deadly surfaces with (very) limited visibility.

Still, would you rather play RHR or watch the animated series?

Animated series, definitely. It's just passive watching, instead of fiddling with controls on a handheld.

I suppose you could also just stare at the console's screen and do nothing; after all, the background animations might make for a better storyline than the animated series.

The Animated Series is good for memes

Am I the only one who legitimately really liked Hoodlums Revenge? Yeah it’s not the greatest but I have a lot of fond memories of playing that game.

I think it's fine to like a bad game! You can be fully aware of its shortcomings and still enjoy it for God knows what reason.
I mean, who's never enjoyed a bad film?

Well, the Cassandra Crossing had its moments for me, but I still wouldn't rate watching it as a worthwhile experience.

I same can be said for music as well, to be honest.

No, I played this game when I was younger and I have both good and bad memories playing it, and I enjoyed it to some degree back then. I liked the music and the ability to play as Globox, and the graphics were ok and I appreciate that Murfy stuck around and he was far less snarky than in R3.
Unlike Rayman 3, I didn't really care about the scoreboard/Murfy stamps. Also like several people have said above, I have had lots of frustration with both the controls and aiming, especially in those bonus levels where you don't even have a map (yea i'm looking at you Vertiginous Riddle).
Overall to this day I think it's just ok. I appreciate the ideas that were put into this game and it is quite unique, but I think this game tried too hard to be a platformer with the isometric design it was given and it just didn't work out that well. To the OP: I wouldn't recommend playing the game unless you really want the experience of playing it.

I guess this would be the only reason I would play it too, just to experience what it's like. I've started playing it on a couple of occasions before just losing interest and playing something else.

In that case, best of luck! Hope you can get through the game without throwing something.

I forgot to mention that I also really hated those boat levels too, the boat is my least favorite element in this game. I often tried to avoid using it when possible.
