The idea itself is a bit wrong. Money can be used in almost every way. So... if the parents can't give somebody a prize, why don't use anti-VAT cheques? This would actually cause destruction of VAT...
Dad: Hey Stan.
Stan: Hey Dad, you know, would you like to grab one anti-VAT?
Dad: How did you get it?
Stan: I had got A from music.
Dad: Thanks Stan, I will not pay VAT for our new work equipment! This means we saved three thousand of zlotys! I'll give you one of them.
Stan: Hurray! Thanks Dad! <Now I have to have A from maths or physics and - tadam! - I can buy a Wii or Xbox 360 for free!>
(Note: Both X360 Elite and Wii cost 1100 PLn. With VAT.)

It's the stupidest idea ever, in my opinion. You go to school to learn, not to earn money. Not to mention all the problems it would bring with the way teachers give grades.

It's a bad idea in my opinion.
One goes to school to learn, one learns to later on do a profession. It is already good that education is free. So that everyone can learn a profession.
If you would give one money for good grades, your paying him for no work, and that wouldn't be really fair to people who work.
