Speed up tempo?

Is there a program that allows me to speed up or control how an MP3 file sounds like? I've been trying to find one, but all I find is crap. Could someone help me? I'll only take one that's downloadable and free.

Ardour can do that, but i'm not sure whether it's availabe for Windows. Also, AudaCity may be able to do it too, but i'm not sure.

Yes Audacity can, or if you're into pirateware, Adobe Audition/Cool Edit Pro.

You could do that, though Audacity is the most full-featured freeware audio editor out there and it does allow you to change tempo, pitch, and speed (pitch & tempo).

Alright, I have it downloaded. I have a question, though. If I edit an mp3, are the effects permanent? Cause I want to have one file that has the normal un-changed song and the changed one.
EDIT: By the way, I'm sure having quite a few "not responding"'s. But it's still working.

It'll make a new MP3 if you choose Export to MP3 and not touch the old one.

I tried to import a file to an mp3, but it said I had to download "LAME MP3 encoder"
So I went to the site, clicked on the link to download it, and I got a page error. This happened a couple hours ago, and it's still not working. Chances are it's permanently broken. Is there any other source that could allow me to download LAME MP3 encoder?
EDIT: Never mind, I think I got it to work.
