He means if it is possible to play with edited textures, and even then, yes, with TexMod or something I believe. I never tried it myself though.

No, it is impossible to rip the Reflux textures because Martians.

If you have Photoshop, there's an nVidia-made DDS plugin so you can open them. If you don't have Photoshop, there's probably some DDS plugin for GIMP if you Google it.
