This is true, you must revisit all four forest levels on PC while on PlayStation you can get all cages in the Swamps of Forgetfulness on the first playthrough.
Now I wonder how this compares to not having to fight Skops.
At first I wondered why there's no beat Mr Skops category for the PC version, but then I realized if you've played this far you might as well finish the game.
