So I’ve been trying to run RO on my XP computer since it’s the only one who runs it straight from the disk but I keep getting this error, anyone know how to fix it?

I bet it's Windows XP 32 bit, and not x64, and you've installed Service Pack 3?
That seems to be an issue with extracting the installer's cabinet file.
Maybe you'd have better luck with using some external extractor for InstallShield .cab files.
Also, you could try out updating InstallShield engine:

I’m not entirely sure what version my machine is.. I bought it off of Kijjiji (second hand) back in January.. but I could check
