Basically, yeah. Or it could be like how characters show up on the MK8 select screen, but you can't actually use them until you buy them. The error sound might just exist until you buy him, which the person can't do yet.

Nintendo loves to do last-moment surprises when Nintendo Directs are being broadcasted.
