Also depends on what resolutions ^ plans to record. Basic things down to 640 x 480 at 60Hz then ^ could get by with AverMedia products.
Now if ^ wants oddball resolutions or lower resolutions that DOS games can output, then ^'d be looking at far more expensive items to handle it.

VGA typically outputs RGBHV (Red, Green, Blue, Horizontal, and Vertical signals.) A prime example of this are BNC cables you can buy for certain CRT monitors.
However, if ^ has a GPU that has support for component (or S-Video) then that would be beneficial.

It's PAL, but < doesn't know what the 'label' refers to. It's just the standard case of no particular edition.
