I asked him, he was kind enough to anwser, this level was scrapped because of time limits and it was a level that didn't went well, and as he didn't remember enough (which we can understand, it's been 12 years since Raymon 3). He said that if he remembers correctly the black lums attacked/captured zags to create clothes or soap for hoodlums. We can't be sure but it fits so well with Rayman 3 humor, so we can believe guys.

The dev is very kind, sadly there's nothing new but it's still cool
to be honest that's the only thing i wanted to know

Btw, you guys can also ask questions about Rayman 2 as he worked on it too (when they started 3D dev)

I am amazed how much informations we gathered about the games lately. I talked to a developer of Rayman 2 and 3 before and wanted to ask if maybe you talked with the same. It was Manuel Hauss, from where most of the rare Rayman pictures come from. If it is not the same developer, can I know his name, please?

About the aquatic world....
I always thought it was scrapped very late because you could read about it in some offical interviews of the developers.
Some "submarine chases rayman"-scene was explained and there was no word that this didn't get into the final game.
It was on the raymanzone once....and I fount it again on the rayman fanpage form matthias :-)
Maybe some can add this to the wiki?

In fact, everything's based on a particular sensation. For example, we wanted to create a fast submarine level. As a general rule, underwater levels are very boring because they're too slow and fairly difficult to handle. So we simplified the swimming action in all levels to the utmost. You only use the stick to move forward, and we direct the player's path a little. That way, everything's focused on speed. Lastly, we even decided to build the level on a chase principle, for a maximum sensation of speed. So Rayman's pursued by a submarine which fires torpedoes. If he doesn't advance, he gets hit. Even the swimming animation was adapted. Rayman uses his hair as a propeller to move forward.

Alright I think that MasterHero's stuff here undoubtedly proves that the last section of the LotLD including the boss fight are salvaged parts of this scrapped place.
