Yep, that's an alternative Exit Sign that can be found by modifying Rayman Designer's EVE.MLT files. It's quite cool, though one has to wonder why exactly it exists…

I see! Although now that you mention it, that's something to ponder about too. Wonder what it could have been utilized for? Maybe a second bonus level that's not hosted by the Magician? Who knows!

It does remind one of Band Land. I wonder if there are other exit signs? Maybe there could be one for each world/scenery if one digs deep enough into Rayman Designer.

All the digging was done almost a decade ago. Unless something obvious was missed, all usable sprites have been found.
