The fact of the matter is that they're both relatively bland villains, and anything above and beyond their physical appearance and very brief in-game behaviour is whatever you want it to be in your own head. That's one of the neat things about these kinds of villains actually, they give you more freedom with your imagination. But that doesn't mean your imagination is the "truth".

In that video, Ancel says that they originally wanted have the game launch on the Dreamcast, and that partway through development they were notified that the N64 would actually be the game's primary platform. They had already completed all of the modelling, artwork and music by that point and were required to downsample their assets for the system.
From that, we can pretty accurately infer that the PC version is where all of the original assets ended up going, as the N64 and PC versions are identical in terms of design, and the PC version is what appears to be in most promotional material, including the Making of Rayman 2 video included with Rayman Forever. The Dreamcast version saw the light of day a year later, which was based off of the PC version.
