Maybe the 21 rule is to let us US people mature with more time and give the body enough time to grow til they become adults?

Look at Master for example, he's a young one, even when he was a wee lad, he was still by far more mature than my 38 year old brother, or many people I've seen older than that.

You can teach them, but you can't make the species smarter, unlike evolution. As for your thought experiment, it all depends on your definition of wiping one's mind. We don't even know what our mind really is, so you're gonna have a hard time basing something on it. If you simply meant losing all ability to read or speak, a group of smartasses could always design a machine that generates speech based on manual input. If you're gonna take listening from them too, or just erase all knowledge of any languages, then they'll probably start coming up with new ones, just like language was created in the first place.

All < meant was that leaving a single generation without any education would set the human race incredibly far back. < will put it another way: imagine if, from today onwards, nobody was taught anything. Nobody taught children how to speak and there were no schools, instead they are just fed nutritious mush with no communication until there is nobody on the planet left apart from these people with absolutely no education. < imagines the human race would return to being as primitive as cavemen (as in the way humans would act, < is not referring to intelligence here). Even with books and recordings and such, they would be absolutely meaningless to everyone until many many thousands of years until a relatively advanced civilisation is formed again and by that time they may even be completely lost. < was just making the point that because we are taught about the dangers of the world by other people, we don't need to evolve methods of overcoming these dangers as we can be taught how to. This is a behavior unique to humans and it seems that we of all species will see the least evolution in the future because of it.
