The camera itself doesn't scroll automatically. Not in the PC version at least.

You can see at the beginning (around 3:10) that the camera stops for a split second a few times when Rayman is maneuvering the clouds, and when he swings on the flying hoops.
Unless you're talking about something else that I've missed...

The camera stopping indicates that it is being controlled. At the rings you can notice that it is scrolling automatically, since it doesn't follow Ray's swinging.

What I mean by "automatic camera" is that it isn't dependent of Rayman's position. It is instead locked to scroll at a specific speed. In Twilight Gulch, it is locked to the same speed as Mr. Stone to make him always appear on camera. In Mr. Skop's Stalactites, there's no need for an auto-scrolling camera since the lava is rising and will you kill you anyway. When you're near the exit sign and the lava rises, you'll notice that the camera never moves (at least not vertically) which means it is not locked to the lava's movement.

Well, I'm convinced. When I first answered the question, I had in mind to remember all the phases where there was a chase and ones where the screen moves. I always thought in the second phase of Mr Stone's Peaks the camera was moving along with the pillar ropes.
