That's normal, that's what mine looks like also. Does your DLL folder happen to have another folder inside it named Glide? I wasn't aware of the 32bit colour fix that existed and I wonder is that what's causing the problem for you. The Glide DLL should be actually in that Glide folder and not just the DLL directory.

I have wined3d.dll in my DLL folder, but it doesn't show up as an option for the renderer? How do I make it show up?

I just moved the glide dll back to its respective folder, but if I do that GXSetup won't show glide as a renderer. There is also a file called, "GliDX6vf.dll" and, "GliDetectDll.dll". Maybe the best option then is to have the DLL in both the DLL folder and the Glide folder. The one in the Glide folder supposedly allows 32bit colour.
I'm wondering what else could be causing your issues though. I have the same GPU and I'm almost sure mine was working on Windows 10 also with them settings. I'll look into it further anyway.

Okay, good news. I got it working, but it takes forever to load up, and I'm not sure why. Thanks for all your help guys!

I think that's due to the way it uses nglide and it takes a few moments to initiate and then change the resolution etc. I think Windows 10 took a while for me to load the game too. I still want to play the entire game on PC and try it since my favourite version is the Dreamcast

It does and it also has a window capture mode. As far as I know it won't record in full screen.

The one time I tried I was using game capture mode and it just gave me a black screen. And I have no idea how to find out how to switch to my other graphics card, or if I even have one on my Win8.1 laptop. But that's ok cuz I found an "idea" for my problem. Still I'm going to do some more testing on OBS for when I use it someday again.

So I decided to install Windows XP on a spare PC I have with an i3 2120 just for lols and nostalgia. I tried to run Rayman 2 on it (I have the Uplay version) but it wouldn't work and GXsetup had nothing showing.
I downloaded and installed nGlide then tried it. It plays it at the correct speed while my main computer runs it too fast and at a choppy framerate. So maybe a 7700k with 2 GTX970's is just far too overkill for Rayman 2
The i3 2120 uses Intel HD Graphics and the game runs perfectly.
