Yes, I use Photoshop to make sigs. If you want to improve your graphic level, you should join a good graphic forum. Of course, the best I know is in french, but you can find a nice one in english.

Paint Shop Pro is great, but I don't really know it. I learn a lot of tips on CrazyGraf.com, but you can go to Release911, a very good tutorials website in english. It's for Photoshop, but you can make same things with Paint Shop Pro, if you know their functions. If you want, I can try to translate PSP's tutorials, made by CrazyGraf.
