Yeah, with a decent driver, their cards are the best – that's the crazy thing.

The official driver support for Nvidia is definitely much better than AMD.

Maybe they also feel that they won't be able to support it as well if people outside the company are poking at it.

They just released a whole bunch of documentation a few weeks ago though. It remains to be seen whether they'll follow up with the firmware required to make it in any way useful, or it's just a PR stunt.

I have the choice to keep my Vega 64 or else have a 1070Ti, so I'm not sure now.

Well, I bought a GTX 980 in 2015 on the understanding that they'd release all the firmware, and it took a year before they released even the most basic blob, and I'm still waiting for the rest. I'd say don't buy anything until it's all there in the linux-firmware repository.

I have the Vega 64, but my brother is buying a new GPU, so basically I'll have the choice to take his old 1070Ti. I'm not sure if if it's better to just keep the Vega.

I'd say stick with the Vega, to avoid any unpleasantness if something goes wrong with a driver update…

Nvidia cards are far better for deep learning, even though AMD is catching up, so I bought a Nvidia card and I'd have done the same now in spite of AMD latest Navi good performances.

Yes it's with CUDA, the integration is far better with nvidia and there is a lot more community support as well

Yeah, I guess you can do a lot of cool stuff if you accept their locked-down proprietary drivers.

The main reason I'd consider his GPU is because it has an AIO on it, but mine is air cooled.

Well, I kept my AMD GPU, but then proton updated and basically fixed Rayman Origins, so I could have taken the NVIDIA GPU on proprietary drivers and put up with some simple issues, like broken trails in air currents. 
Since the thread says your operating systems, I'm using Arch Linux, with Windows 10 on a separate SSD which I barely use.

This is the list of operating systems that my parents and I have:
- Windows 98: Late 1990's? (We acquire the CPU in 2018 when we transfer it to our house)
- Windows XP (Many of them, one of them was formerly Windows 98): Each computer of this operating system depends on the year, so most of them we obtained in early 2000's.
- Windows Vista: 2010? - 2016
- Windows 7 (2x): The first one I obtained in 2014 whereas the second was obtained in late 2018
- Windows 10: I obtained it in 2016 when I turned thirteen
