Actually, it's quite strange really. I'd assumed the Tings pointing down were to assure you that there was nothing of interest to the right if you were playing the PS version (in case you'd played the PC version too), but the fact that they were originally in the PC version too makes them feel almost like a deliberate misdirection. Kinda like the arrow that directs you into the non-1000th-Lum exit of Tomb of the Ancients part 1.
I always found that flying ring placement strange. It's in the awkward position on PS1, and on the PAL Saturn version, but it has the easy placement on the NTSC Saturn versions. The Jaguar also has the easy placement, and any of them that have the easier placement don't even require running to reach them. Interestingly it's actually way easier than trying to run and reach the one in the more awkward position.

PC (1.10 and later), GBA, DSi, Jaguar (Jaguar has no cloud though and the ring is a few pixels further away)
and hard on:
PC (1.00), Saturn, PS1
Saturn NTSC does have the ring a few pixels closer, but it's nowhere near as close as in the easier versions.
But are both reachable without running? Or only the "easy" versions?
It's challenging, but you can reach it with a careful jump, helicopter and speed-fist, on the "easy" ones. Running's required on the hard ones, of that I'm almost certain.
You definitely need to run for the one in the harder position, and even then it takes really good timing. On PC and Jaguar you can just jump from the left edge of the lower platform and reach it without running. It's actually extremely easy on Jaguar also.
It's just weird that the NTSC Saturn version has the easier placement while PAL has the harder one. I did hear that the PAL PS1 game was a later revision than the NTSC one, but it's clear it was the same with Saturn. It's also clear that the NTSC PS1 version is a later revision than the NTSC Saturn one.

Surprisingly, no. Aside from Jaguar (which uses a completely different engine), the earliest version was found in the Japanese DemoDemo Vol. 3 disc for the PS1. The earliest non-Jaguar retail release was the Japanese PS1 version. In fact, of all the PS1 versions, the PAL one was the last one to be finished.
The one thing I don't understand about the PS1 version though is the fact that they stretched the background for the Mr. Dark battle. I feel like PAL saturn had the best background here since the two moons are even visible in that version.
Also that ring placement in the image above is in an even easier position than the versions I've played, it seems even further to the left.
You can see that the PS1 PAL background is zoomed in, but this doesn't make for good scaling at such a low resolution, meaning it would be a little blurred. Saturn NTSC doesn't have the second moon, and some of the image is cropped from the top since it's 320x240 (NTSC) vs 320x256 (PAL). You can see enough of the image on NTSC Saturn to know that it varies slightly and the second moon isn't present.

Im guessing it being blurry wouldnt be visable on a CRT, i sure didnt notice
