I asked myself the same question when I saw this, especially since I always pronounced it Tee-ly, not Tie-ly. I think this was just an assumption from the author, as I'm not aware of any official source for either pronunciation. And that's indeed quite tricky when it comes to transcription, since you have to choose between Тайли and Тили.
