I installed better rayman 3 on the retail 20th anniversary version and it isn't capping the frame rate.

Try to use the limiter built-in RTSS Rivatuner Statistics Server instead (sometimes the one built-in your GPU control panel might work too).

I have an issue where i can't move the camera around while using the zoom feautre, does anyone have a fix for that?

does better rayman 3 even work with the retail version?

Some regional versions might give Assertion failed error on startup. But you can still use them with some GOG files copied over the dubbed version:
