I find this question relies on a lot of definitions. First of all, what would you consider "runes"? My guess would be Turkey if you consider any alphabetical characters to be runes, but my guess is that your definition of runes points to Celtic/Germanic/Finno-Ugric writing systems like others mentioned before. In my own personal view it's kind of silly to call early writing systems "runes", as they're really not that special in any way. In any case, Turkey changed its alphabet in 1928. Iceland still uses characters that originate from Old Norse. My wild guess then would be to look at non-official countries like Basque. So depending on what your definition of runes are my answers are Turkey and Basque respectively.

You are indeed correct!!! In some areas of Transylvania, Runes were still being used as recently as the late 19th century (maybe even the 20th, but that could be a stretch )
