I guess since TF2 became free, and since the episodes were merged into the main game recently, it's just HL2 and Portal

Indeed, compared to the first game, NFS2 does away with cops, and also with segmented (non-circular) tracks. Between that and the much more arcade-y style of the game, some fans were disappointed, but no doubt it made the game much more accessible to the general audience.
