"Can it run Crysis?" refers to having a PC that's extremely powerful, because Crysis pushed the limits of what computer hardware could do at the time. If I recall correctly, there was no hardware in existence at the time of its release that could keep a smooth framerate with all the settings turned up to the max.
I guess "Can it run Doom?" refers more to "has someone ported Doom to run on it?" because Doom is a much lighter-weight game, and (since it was open-sourced) has been ported to run on many old and new platforms.

One of the reasons, yes. I'd say the second reason is that quite a few driver models were changed, and the hardware vendors weren't given enough time and guidance to prepare. Well, I haven't read much about it. Let me confess - I own all the first three games, multiple copies thereof, but haven't spent a single minute playing them yet. Read all the books, though, and enjoyed them greatly. The TV series - not so much. I will surely play the games soon.
