Are you having to design a new style because of PHPBB 3 or is it just time to change?

I made an header to begin, and there is a space to put the logo in it. I'll continue by making the rest of the template, the forum's space, and finally, the copyright's space.

Yeah, I guess it is time for a style change. PC has had this style for a very long time. Though I still like this style. Though I know I will like the new one well too.
