Do any of you guys remember in the Rayman animated series, when Detective Grub said this line after failing to capture Rayman and his friends?

I'm asking this, because after nearly 4 years since the episode premiered, Rayman 3 was released onto consoles under the subtitle: "Hoodlum Havoc" where André's minions are in fact, called the "Hoodlums"...

So, is this a coincidence or a clever marketing decision done by Ubisoft to promote their game?

It is most certainly a coincidence. As you said, there were four years between the two events, and the use of the word "Hoodlum" in Rayman 3 was a relatively late development. For much of the development cycle of the game, the enemies were called "Kagoulards".

Hah, I remember making that connection the first time I watched the Animated Series back in the 00s. However it's unlikely to be an intentional bit of foreshadowing, it's more likely a coincidence. "Hoodlum" is a common phrase to refer to criminals and it's more likely it was just invoked in the usual context rather than an allusion to anything.

And for anyone wondering, "Cagoulard/Kagoulard" is from the French word "cagoule" meaning something like a "cowl", a "balaclava" or "ski mask"! (and similarly, "Hoodlum" is a pun on "hood" and "Lum")
It was something quite trendy during the mid 2000s here in Baguette Land! Make sure to "foutre vos cagoules" when you get to the Summit Beyond the Clouds*!
