But he live in France. If he would, he has gotta buy game, GC or Xbox from U.S. or freeloader disc for GC, and import game (and, eventually, console). Then, he should have TV (to unlock the DB) that support NTSC. Cause French TVs support both SECAM and PAL and they will support DVB-T, he should buy new TV (nonsense) or imported TV PC card.

Or he should be experienced hacker with power to hack music files of game. But he still need to buy it. (Or download.)
