Yes and no. There's some important differences... Lucas's normal attacks are faster but weaker (and even they focus on his special powers while Ness's revolves around his yoyo, bat and pure strenght), his special attacks are slower but easier to control, Lucas's Starstorm is far more concentrated, while Ness's spreads. Lucas's PK Fire also travels in a perfect line while Ness's arch downwards, and instead of PK Flash, Lucas performs PK Freeze as standard special attack. Lucas also has the rope-snake, making his reach in grabs wider. *nerds*
