You're obviously not following the instructions then, if you don't know what algorithm you're using. Read them carefully, and you'll learn that MS Paint uses the nearest neighbour resizing by default. If your program doesn't allow you to choose the resizing algorithm, use Paint. Careful though, because, as written in the instructions, you'll have to use a decent program to save the picture as a PNG.

The main problem with my version of PT is it uses kind of filter ITSELF, so it doesn't create 2x2 identical pixel blocks.

Algorithms are used by people who create this editors, not by you.
