I have an idea:

Limit the number of players one can play in a game. Yet, wouldn't EVERYONE want to play? Yes, this is true. Yet, I have noticed much interest in people hosting as well. I think Hunch should make an entire subforum for mafia games/discussion/signups.

Anyways, I think it should be like this:

small - 5-9 players. Simple, quick, and basic.
medium - 10 - 14 players. This would have good roles like cop/docs, serial killers, abductors, reporters, you name it.
large - 15+ players.

Now, I have seen that town has always lost due to inactivity:

Simple, have people who have missed the signups be REPLACEMENTS.
