Nope, it doesn't give radical bias towards the teenager, and it doesn't end with any kind of redemption, because he kills himself near the end. He's trying to get a point across by doing this, but it isn't thought out and it isn't rational. If you take a look at many YouTube comments on this sort of thing, 90% of them are actually siding in favour of the penalty, even against a teenager (I'm basing this concept loosely off of the news story in that video). It does lean very slightly towards the teen however, about 55:45, but that's small enough so that it's less of a conscious thing (I don't see why it can't have a drop of my own opinion in there; you yourself said that persuasion is the only way to lead people in the right direction). It's a little hard to describe though, since I don't want to get into too much detail.
