I doubt it, we see Mr Dark throw a flame which turns to DarkRay just as he jumps away, plus, if DarkRay were a form of Mr. Dark, then why would he mindlessly copy Rayman? Furthermore, why would Mr. Dark turn into DarkRay when he has more power in his usual form?
This is what the Bubble Dreamer says on DarkRay in RO:
Bubble me! Rayman's evil clone! What a nightmare you were! Still single? Well you are soooo Ugly! Blame it on Mr. Dark!
I think that implies at the very least DarkRay was a creation of Mr. Dark.
Though your points may be valid its isnt exactly specified. And i distinctly recall that he casts the firball, disappears and a few seconds later darkray appears. Darkray is a copy and maybe thats what Mr Dark looks like underneath and the bubble dreamer meant that he is that ugly because it was a complete replica of Mr Dark himself! Ha

But why would Mr. Dark want to thoughtlessly follow Rayman in the first place?
Just out of curiosity, what loose ends are knotted by Mr. Dark and DarkRay being the same person?

Why would Mr Dark switch his left and right controls? Why would he make him run out of control? The loose knots could be leaving Mr Dark limless, revealing his true identity would be a shock, having the two most asked about enemies as the one is a nice twist and they would appear in the one game and there could be a nice back plot to it ...just my opinion not blasphamy.

Livingstones, Stone Men, Electoons, Moskito, space pirates, moths... there's lots of possibility. The only ones who look like Rayman are Tarayzan and the Musician.

The Musician doesn’t resemble Rayman that strongly. Tarayzan does, but even he has significant differences. Bad Rayman, on the other hand, looks practically identical to Rayman, and this resemblance makes very little sense if Bad Rayman is what’s under Mr Dark’s cloak. I suppose you could speculate that Mr Dark is the result of a malevolent character trying to duplicate Rayman, but that feels a bit off to me.
Here is an idea that I find more interesting: Bad Rayman is the bastard offspring of Rayman and Mr Dark. Think about it. We know that Bad Rayman is a ‘clone’ of sorts, and his resemblance to Rayman indicates a very close familial relationship... but why on earth does Bad Rayman have Mr Dark’s eyes?

Indeed. Maybe rayman is to polokus so wouldnt darkray be from.. Jano? not that outrageous is it?
I hope that Rayman 4 (if you can call it that name) will be epic. Mr. Dark's return would be cool and the story should be great as in Rayman 2.
Let's hope that the developers have enough time to make it great. Most of games could be better, if developers didn't have to rush it.
I also appreciate when you can go backtracking easily, like in Rayman 2. So, if each district could be replayed easier than in Rayman 3, that would be good.

Then again, Raymanians don't really have genitalia (except for Rayman, who has a PENUSH) so we wouldn't know how they would procriate anyway. Perhaps this is how; with magic. And if the magic doesn't mix well, you get these evil and mindless characters like Bad Rayman.
