Reading Wikipedia's article, Dynamite Heady came out in 1994, on the...Genesis/Mega Drive, Game Gear and Master System. In 1994.
I doubt it was a simple case of "the market wasn't ready for it," Rayman came out in 1995, on the Playstation, Sega Saturn and Atari Jaguar.
I think the console choices speak for themselves, Mr. Dynamite came out on Consoles in their twilight days, most people would have probably prepared or already have moved on.

So, there are similarities, yes, but unless you've got some concrete evidence that the devs were inspired by Mr. Dynamite's own look, which I for one, extremely doubt, since Michel's sources of inspiration were mostly European, and that this Dynamite game was rather obscure anyway, I'm just going to write it off as a coincidence.

I could play Rayman '06. With 3 playable characters - Rayman, Random and the completely new character River with telekinesis and Rayman has to save princess Eris from the glitchyness of the game.
