The thing is, normally you have to put in some effort to justify generating tings, e.g. win the SOTM, get a good Rayman 3 score, post a lot on the Record day, win an art contest, win the Rayman quiz etc. Awarding pure luck on a regular basis makes it unfair to the people who participate in the activites I mentioned. Advent Calendar is the only exception because Christmas.
I was assuming the prize pool for this lottery would consist of the tings earned by selling the tickets, like an actual lottery.

That's actually a pretty good idea, selling the tickets. Although is that fair? Because say people are buying the tickets, who do the tings go to? If they go to me, I may end up getting a lot of tings and people still not winning.. Although when someone does win ALL the tings accumulated from ticket sales would go to the winner..

Adjust the numbers to ensure that the prize is regularly won and keep the amount for the next draw in case no one does sounds like a plan. Or drop the numbers and randomly pick up winners, like in the previous lottery.

I'd suggest creating a lottery account which you obviously wouldn't post with, else it would gain tings. For ticket payment, ask members to donate tings to the lottery account, and like Matyuv suggested, have the prize be the amount gained from tickets being sold.
What do people think would be a good ticket cost? 50, 100 tings?
