What's a Mod chip?

A modchip is a small electronic device used to alter or disable artificial restrictions of computers or entertainment devices. Modchips are mainly used in videogame consoles, but also in some DVD or Blu-ray players. They introduce various modifications to its host system's function, including the circumvention of region coding, digital rights management, and copy protection checks for the purpose of using media intended for other markets, copied media, or unlicensed third-party (homebrew) software.

A modchip bypasses the region lock on a PS2, and allows you to play burned games.

R2 is released in all regions but with mod chip, you can play version from other region (Play Japanese version on European PS2 console for example).

Nope, by “region”, I mean PAL (Europe), NTSC-U (America) or NTSC-J (Japan). NTSC-U/NTSC-J games can’t be played on PAL consoles. PAL games can’t be played on NTSC-U/J consoles. The console checks for that, and won’t allow playing the game if it finds that the region code on the disc isn’t the same as the code on the console. A modchip bypasses this region check.

You can on Sega Dreamcast, Nintendo 64, SNES, but not on PS1, PS2, GameCube, Wii, Wii U.
