RGBHV, overall it supports progressive scan, no?
Should I record directly from a Component YCbCr 480i or take a SCART RGB 480i signal and upscale it to HDMI 1080p ?

I'm not very familiar with SCART, since we don't have it here in NTSC land, so the former option would be my choice.
Record directly from RGBHV VGA signal, or RGB Component signal?
