Plain toothpaste, non-whitening, non-freshening, etc. would probably be the best bet. That said, I'm unfamiliar with the chemical principles on which this is founded. I can say that it does work. CD's and DVD's have multiple layers for protection, which can get scratched. The toothpaste probably smoothes these scratches enough to make the disc playable again.

I've done the toothpaste thing in the past and it works fairly well. Also I heard it from my grandmother some years ago, so it's not quite on the same level as that!
