Hmm, if Pokemon Bank functions as an extra storage facility for X, I'd think it'd hold the same functionality for the Gen III remakes, so it'd be interchangeable between games, I'd think.

I can transfer via Poke Bank as it doesn't require a specific point in the games to use.

Oh right I didn't know about that. So if I had 'X' and the new version I could just trade them across like that by myself on one console?

Not really, just a nuisance. The app reads in your game card which you wish to use so it doesn't, say let you say "Send this Pokemon to OR from X".

Yes quite. Trying to transfer Pokemon from Colosseum, or rather "trade" as there is no such thing as transfer to GBA. My game's now going to be filled with fresh Sootopolis magikarp.

No, 3DS emulation isn't a thing yet. You're out of options if you can't buy a console and the game itself at this point in time.

Actually I did hear of a guy who's making a 3DS emulator, but it's still in the early coding stages.
