The "some reason" is that I only have that turned on for the English Off Topic forum. The other forums usually aren't active enough for it to be worth the hassle turning it on for every single one when RD is over (and then having to remember to turn it off quickly on RD itself!)

Ah right, that makes sense. I suppose phpBB doesn't make it straight forward to just do this globally.
