How to remove websites?

Ok well I don't know exactly a lot, but I need help from people on here the community. Now I already know my immature little brother has pissed off a lot of people in the irc. But I wanna know if you guys can help me, I wanna try to get rid of youtube so he can never ever visit it again. Is there a easy way I could possibly do this? Plz help! He listens to justin bieber and stupid rap songs... stuff like "FUCK YOU FUCK YOU NIGGER" which is totally obnoxious and rude. He's already pissed off rayfan. So if you guys could help it'd mean a lot. I'd also block the irc from his pc. I am sick of waking up to this every day of my life.
When I listen to music I put my volume at a fair level. My dad is gone a lot, and when he is here he gets pissed at my immature brother. It's a disaster X_X

Block Youtube and IRC on his firewall, that's all i can think of. xp If he doesn't have a firewall, install one and block the sites.

I have wrote something about this at earlier time. Simple, but effective filtering can be done in the hosts file.

On Standard NT-based (Windows XP/2000): Press + and write the following in the white field.
On MinWin-based (Windows 7/Vista): Go down in the "Start" menu, write "cmd", when Shift+Ctrl+Enter, and write the same following in the black box.

notepad C:\Windows\System32\Drivers\etc\hosts

And in the end of the notesblok, you add these lines:

127.0.0.1        mibbit.com
