I had this idea and I made a French topic about it, but I think it is also a good thing to have an English topic, so, I made the topic. ^^

The textures / sprites will be hosted in MEGA. Better site I have found to host the sprites / textures. I also uploaded the unused cutscenes that I found on the Rayman 3 HD game files (Xbox360 version) into my website.

Tool : Rayman Texture Tools (v1.0), made by MixerX. There is three tools :

-gf3 (made for Rayman 3) : Tool for converting gf files in tga files. It isn't possible to convert tga files into gf files.
-gf2 (made for Rayman 2) : Tool for converting gf files in tga files. Unlike the gf3 tool, this one allows to convert tga files into gf files.
-cnt : Tool for extracting cnt files and importing the gf files into your cnt file.

Trivia : It is possible to extract cnt from other games when the cnt file name begins with "tex32".

I might try and extract the textures for the Dreamcast version of Rayman 2, due to their superior quality. AFAIK this has not been done before, but I may have a few tricks up my sleeve.

Is it finally possible to make a DC textures mod for PC version?
Maybe with upscaling by some filters.
People say that tools exist, but in particulars, it may differently turns out by the way.

Don't know if anyone's got them to hand at present, if you don't get anything, you could try extracting them yourself. The Rayman 2 Texture Modding thread might be dedicated to modifying Rayman 2 textures, but as part of the process, it will allow you to extract all of Rayman 2's textures.
