The quote says they used to hang out in the area, until they were kicked to the curb, but they don't actually appear in the level in game. Maybe the quote confused him at the time.

Precisely, and I also noticed that RayWiki didn't mention his appearance in Rayman 3 GBA under "appears in". There's also N-GAGE, but that's basically a port of the GBA version, even though it has many differences.
