Good question! I think it's always felt obvious to most people that they are the same character, having the same face, the same stature, and the same iconic rolling pin, and unlike Bzzit/Moskito, there's no difference in appearance across versions that further adds to the confusion, but hey, maybe it was Space Mama's younger sister all along.
But... but... the rolling pin actually looks different in both encounters! I mean, she could have changed it because Rayman broke the first one, but who knows? And why would you call someone who travels by pirate ship 'Space Mama'?

I see I have botched up the question a bit... I really meant to ask about the single unique feature in the PC version of Rayman Arena, but I see that I did not phrase that clearly enough.
As far as I know - what you wrote is correct,
but, the ice bullets are not unique to the PC - they also appear in the PS2 version and Rayman Rush (PSX version). And the extra stages are not in the PC version at all - only the Xbox/Gamecube console ports of Rayman Arena, as you mentioned.
