It reminds me when last season people were trying to guess how many lives are gained in Allegro Presto. I think every natural number was tried before the correct one. :P

In Rayman 2 plums can float on lava and can get stuck in the heads of the enemies, in Rayman 3 they are simply thrown into posts and are less bouncy.
 
The above is true.

I would also add:
  • In R2, Rayman can ride plums by standing on them and shooting; In R3 that doesn't work, Rayman just shoots the plum and falls off.
  • In R2, Rayman can throw the plums either forward or directly above his head(and sometimes they would latch onto something); In R3, Rayman can only throw them forward or gently put them down.

One thing I'm not sure about: although in R2 you can get them stuck on enemies head's (Ape), I don't recall if it is possible to directly kill an enemy with a plum. In R3 you can destroy the Slapdashes with them.

No idea which of these were intended as notable differences; I guess Plum will have decide about the plums. :D

I think Elite's answer is fine. One other thing that hasn't been mentioned is that in Rayman 2 they float on water, while in Rayman 3 they sink.

Well, other than Polokus (obviously) and Ly (who tells Rayman about them), you can assume the Guardians of the Masks know (the PSX version at least has dialog on the subject between them and Rayman). Also, Razorbeard knows. As for Razorbeard's lackey - it is not clear from context whether had known of them before, or only when Razorbeard mentioned them ("He must not get the 4 Masks!"), which was after Rayman.
