I want to say Need For Speed, I'm expecting this to be wrong, but I remember Most Wanted had the ability to slow down time. Whether or not it was a pioneer in it I don't know.

It isn't correct, but kudos to you because that was a nice guess. iirc, Need for Speed introduced the bullet time for the first time in Most Wanted, and it's one of the classic examples of its introduction in videogames. I'm going to propose the following options:
- Both are 3D games played largely in the 3rd person
- They were both released at the end of October (R2 in 1999, GTA:SA in 2004 - the first PS2 release, other ports came later)
- The early retail copies came with a physical manual and map
- Worldwide retail versions included English, French, German, Italian and Spanish languages
- dr_st (that is me) likes both games
