Scruturation is a new word for me, but judging by the definition it seems you're implying this is from a game and era where storytelling was not the main point. Alas, I haven't got the foggiest.

You have the correct era, but the theme of Contra (war) is still too close to what we are looking for.

Lucky for you, I conflated "Fox Hound" and "bosses", therefore Decoy Octopus was in my list.
