They have artificial muscles made out of cloth. The black lum inside acts as a brain.

I'm not sure what you mean by "sub-brains"...the fact that André is seen shouting at them to wake them up and follow him during one of the cutscenes shows that they don't have a telepathic connection...however, he does seem to be their power-source, or rather, their evil-source, as they all revert back to red lums when André gets scared by Rayman at the end.

But I think they don't are brainless. They can play card games and attack Rayman for example. I lolled when saw the picture, but it's deleted now. :(

They have IQ... but very low. :P

One example is on the menu, that you can see "A Hoodlum has succesfuly counted to 4.".

Black Lums transform into Hoodlums, right? So no Black Lum would need to operate the arms or legs or whatever.

Well, they use furs or whatever to create those outfits. And then, the game turns stupid, for they suddenly have guns, and can control the whole body.

It's made quite clear that Hoodlums are Black Lums wearing suits woven from the fur of those Mawpaw/Bonton things.

You're right, but the fact that they suddenly have cannons and can control such a large body flawlessly *whatever the word is* that they transform sort of. Which is stupid, lazy, and illogical. :P

As I have already speculated, the Hoodlum costumes may contain artificial muscles, woven out of Bonton wool, which the Black Lums can control directly. Their guns could be woven from wool, too. Like a rhino's horn.

There are far too many flaws for it to be that simple. For instance, why does the woven suit suddenly spiral into nothingness when the Hoodlum is defeated?
