I thought you needed at least 90% of the Yellow Lums. There are only 800 Yellow Lums in the PS1 version.

To access that level you need to catch at least 700 Lums in the R2 for PS1, beating Razorbeard and watching the credits until the end. You'll access the beta level immediately.
