No, but the question stated mechanical equipment, if Celoche is Hoodlum-controlled, then the Hoodlum controlling it is using it as equipment!
 
The point is for Rayrobi, because Hoodlocks, Hoodstormers and Lavicrafts are Hoodlums who wear a metallic equipment (a chainmail or a device with a propeller) or who are composed of metal (the Lavicrafts).
